Requested Motion: Motion to adopt Resolution No. 23-R-09 City of Crystal River Fee Schedule updating and adding new fees for Administration, Building Permits, Planning and Zoning applications, Special Event and Visitor Services user fees


Summary:

This proposed resolution serves to rescind Resolution No.18-R-05 in its entirety and adopts a revised fee schedule that provides for updates by increasing the fees for certain applications and incorporates new fees for the regulatory and programmatic matters involved in the activities and functions funded by the City. The fee schedule has not been updated since November 11th, 2017, and since that time overall costs have escalated, services have expanded and amenities have been added. As the city evolves, it necessary to periodically update the fee schedule to reflect these types of changes.

 

The proposed resolution also serves to update the fee schedule by reorganizing the fees into five exhibits to address and facilitate separate department functions.  Increases in certain fees reflect actual cost of services and are designed to be competitive and in keeping with other similar government jurisdictions (i.e. planning application processing). Other fees have been added to reflect new services provided, and some fees have been amendment to clarify ambiguity and/or to simplify collection of fees associated with rental of city facilities (i.e. pump house rental, boat launch fees, etc.).   

 

Exhibit A "Administrative Fees", revises certain lien search fees and adds a category for CRA sign blades. Exhibits B and C, "Building Permit Fees" and "Planning and Zoning Fees", include modest increases to certain items to meet minimums shown in neighboring municipalities, and fees for services unique to the city raised to appropriately coincide with those adjustments. 

 Exhibit D "Special Event Fees" proposes a restructuring of the existing special event fee schedule and incorporates rental fees for facilities not previously available for public use. The exhibit also reflects increases consistent with raises in wages, as these events require a significant amount of city staffing. While Exhibit E "Visitors Services Fees" reorganizes the listing of related fees and adds a trolley advertisement category, there are no proposed increases to parking, launching or pavilion rental charges reflected.

 

A draft resolution is provided which identifies changes by showing underlined language as proposed language and struck-through language as what is proposed to be deleted.
