Requested Motion: Dover Kohl & Partners Draft Civic Master Plan Unveiling


Summary:
The City, in conjunction with Dover Kohl & Partners (DK&P) has been working to develop a Civic Master Plan that focuses on our downtown and waterfront, the large commercial malls and strip centers along State Road 19, and the design of Highway 44 and the surrounding neighborhood. Hall Planning and Engineering and Goodwyn, Mills, Cawood have served as subconsultants to DK&P throughout this process. The draft plan is comprised of community input received during two public engagement efforts: a three day virtual charrette and a five day, live, “in-person” charette. This two pronged approach afforded the City with a wealth of public input despite the Covid 19 outbreak, which was occurring during this time. In fact, Crystal River was the first community in the nation that Dover Kohl & Partners felt comfortable enough to once again host a live, five-day charrette in. By all accounts the effort was a huge success. 

Having worked diligently for months on this effort, the consulting team will attend the October 11th City Council Meeting to officially release the first draft of the Civic Master Plan to the public for review and comment. The public comment period will last for three full weeks, from October 11th 2021 through November 01, 2021. There are a number of ways in which one can provide feedback. The easiest way is to visit the Civic Master Plan website at www.crystalrivercivicmasterplan.com, read the plan online, and leave comments on the webpage. Or if one desires, they can download the plan from the website, read the document, and provide comments online when they wish to. Finally, printed copies of the draft plan will be available upon request in the City’s Planning and Development Services Department. Staff will be ready to collect the public’s comments and forward them on to the consulting team. Regardless of which method works best, we hope that everyone will read the draft plan and provide us with their comments. After all, this is the seminal planning document for the City of Crystal River. We need our citizens input to ensure that we get it right.
