Summary:
In the interest of efficiency and cost savings, Staff requests approval of cooperative purchasing contracts for continuing general contractor services for construction projects with a total value of $200,000.00 or less based on Citrus County RFP No. 21-050 “General Contractor Construction Services Continuing Services Contract for Primary and Alternate Contractors”. Approval of this request will allow Staff to utilize certain pre-qualified and pre-approved Licensed Florida General Contractors for small projects which have recently been awarded contracts based on a competitive procurement process in lieu of having to having to progress through an elaborate advertised solicitation. This process significantly reduces the efforts to develop comprehensive bid specifications for individual projects.
In accordance with Chapter 287, Florida Statutes, and the City of Crystal River’s contracting and procurement policies and procedures, City has the legal authority to “piggyback” the purchase of goods and services as contracted by another governmental entity as a form of inter-governmental cooperative purchasing when seeking to utilize the same or similar services provided for in said contract.
In response to Citrus County RFP No. 21-050, a selection committee consisting of County staff evaluated five (5) respondent general contractors and developed a ranking based on pricing and qualifications. Ultimately, the Citrus County Board of County Commissioners awarded a continuing contract to one (1) Primary Contractor and three (3) Alternate Contractors. The awarded Primary Contractor is the firm of Daly & Zilch (FL), Inc. and the awarded Alternate Contractors are: Cardiff Construction, LLC; Ryman Construction of Florida, Inc.; and Stokes Construction & Maintenance, LLC.
Consistent with the terms of the Cooperative Purchasing County contract, projects with an estimated cost of less than $35,000 will be automatically assigned to Primary Contractor Daly & Zilch. If the Primary Contractor is not available to provide the services within the time allowed for an assigned project, the Alternate Contractors will be requested to submit quotations for the project and the Alternate Contractor that offers the lowest price will be assigned the project. For projects with an estimated cost greater than $35,000 but less than $200,000, the Primary and Alternate Contractors will be requested to submit quotations for the project. The Contractor that offers the lowest price will be assigned the project. The award of projects will be consistent with the City’s purchasing policy.
The attached Agreements under consideration have been reviewed and approved by the City Attorney and are essentially consistent with the terms and conditions provided under the piggbyack Citrus County Agreement. The term of the continuing contracts commences on the date of full execution by both parties and continue in effect through July 13, 2023 and may be renewed for up to two (2) additional one-year periods upon written consent of both parties.
