Summary:
Solicitation No. 21-B-08, Indian Waters Phase I Septic to Sewer Project, was advertised on July 4, 2021. A pre-bid meeting was held on July 13, 2021 and two addenda were ultimately issued. Despite a robust advertising effort, which included posting on DemandStar and directly notifying potential underground contractors of the opportunity, only two (2) bid responses were received which were publicly opened on July 30, 2021. Referencing the attached Bid Tabulation, Municipal Contractors, Inc. quoted $2,398,500.00 and Pospiech Contracting, Inc., out of Inverness, was low bid at $1,466,785.00.
This construction project relates to the capital infrastructure improvements contemplated under Indian Waters Phase I Sewer Expansion Project Final Assessment Resolution No. 21-R-26 as adopted by Council on September 13, 2021. The scope of work includes approximately 5,000 lineal feet of 2” low pressure force main, the installation of some 76 grinder stations, connection to existing manholes, installation of service laterals, and associated restoration.
The City’s engineering consultant, Kimley-Horn has reviewed the bid responses and provided the attached August 1, 2021 letter deeming Pospiech Contracting as the lowest responsive bidder. Pospiech Contracting has satisfactorily completed work for the City (e.g. Bid No. 16-B-03, Parallel Forcemain Project) and Staff recommends award to them as low bidder.
On September 13, 2021 Council adopted 21-R-26, Indian Waters Phase I Septic-to-Sewer Final Assessment Resolution which establishes the prepayment assessment amount at $5,976.00 per buildable lot and the maximum allowable annual assessment amount of $832.00 over ten (10) years if the benefitting property owner chooses the financing option. These established amounts included a 16% project contingency allowance for which the recommended motion will authorize.
Subject to Council approval, the Notice to Proceed can be expected to be issued within 30 days and the construction time to achieve final completion is 225 days.
