Requested Motion: Motion to approve Individual Project Order (IPO) Number 10 for the CDBG-MIT Grant Preparation and Writing Services for a Public Safety Building in the amount of $15,000.00 and Individual Project Order (IPO) Number 11 for the CDBG-MIT Grant Preparation and Writing Services for a Wastewater Treatment Facility in the amount of $15,000.00 with Kimley-Horn


Summary:
The U.S. Department of Housing and Urban Development (HUD) created a funding program to help assist areas impacted by presidentially declared disasters in 2016 and 2017. That funding program is the Community Development Block Grant - Mitigation (CDBG-MIT) administered by the Florida Department of Economic Opportunity. The funding will be used to better protect Florida from future disasters through mitigation projects.
Currently there is approximately $175 million available for eligible projects.  Eligible projects where the City may benefit include infrastructure (Sewer systems, sanitation centers, water treatment facilities, bridges, utilities) and public safety hardening (flood proofing).  
Staff is recommending the City pursue grants for two projects:
•             Flood proofing the fire station and Sheriff’s substation.  If awarded, the grant would pay the cost to replace the existing fire station with a new one that is flood resistant.  The project would also include co-locating the Sheriff’s substation at the new fire department.  This would free up much needed and valuable space in City Call.
•             Construction of a new sewer plant at the spray field site.  The existing sewer plant is within the flood zone.  The plant will also soon need to be upgraded to meet the latest state standards.  
It should be noted that the grant period is 2 years. The project must be designed, permitted, and constructed within that time period once a grant is awarded.
The grant application is very technical and beyond the expertise of existing City staff. If the Council wishes to pursue the grants, it is recommended the City utilize the services of Kimley-Horn who has expertise in these type of grants.  Funds are available in the existing FY 21 budget for these expenses.
 

Staff Recommendation:
Approval of Individual Project Order (IPO) Number 10 for the CDBG-MIT Grant Preparation and Writing Services for a Public Safety Building in the amount of $15,000.00 and Individual Project Order (IPO) Number 11 for the CDBG-MIT Grant Preparation and Writing Services for a Wastewater Treatment Facility in the amount of $15,000.00 with Kimley-Horn, for a total amount of $30,000.00.
