Requested Motion: Motion to adopt Resolution No. 21-R-20 revising parking fee schedule for designated parking area and user fees for City boat ramps and launch sites.


Summary:

Staff has been working with the City Manager Ken Frink to revise the fee schedule exhibit A to adjust paid parking fees found in Resolution 15-R-37 to the City's Code of Ordinances. Resolution No. 21-R-20  revising a fee schedule for City Resident Annual Parking Passes, City Resident Annual Boat Launch Passes, Parking Fees in Metered Zones, and Boat Launch Fees at City Owned Boat Ramps and establishing paid paddlecraft launch fee, is before the Council for final reading. The Resolution pertains to Kings Bay Park, Hunter Springs Park, Pete's Pier Boat Ramp and the NW 3rd Avenue Boat Ramp. The purpose of this resolution is to approve the new fees, which are summarized in the attached fee schedule.

 

It is important to note that these locations are primarily used by people living outside the City of Crystal River. The revision of the user fees is to reduce the burden of City Residents for the maintenance and up keep of these facilities. The fee schedule revision is changed to keep consistency within the Waterfront City Parks. There is an alternate free parking lot for park users within a reasonable distance to avoid fees.

 

Staff has also proposed that residents of the City be eligible to purchase an annual paddlecraft launch pass for $20.00 per household and up to 10 vessels, or $5.00 for a single vessel. Annual Pass will include identification tags to be attached to each paddlecraft annually.

 

Metered Parking spaces revised to pay $5.00 for the entire day at Hunters Springs Park and Kings Bay Park. Trailer parking at Kings Bay Park and NW 3rd is $7.50 for the day. The proposed fee to launch is $5.00 per vessel at any City launch site.  

 

The proposed amended fee schedule will be effective August 1, 2021.
