Requested Motion: Motion to approve a voluntary annexation, construction of wastewater utilities, and connection to the city sanitary sewer system of the Pelican Bay apartments.


Summary:

The City entered into a grant agreement in December 2020 with the Florida Department of Environmental Protection (“FDEP”) to decommission the Pelican Bay Apartments wastewater treatment plant and connect the complex to the City’s wastewater treatment system through the FDEP Springs Funding program for Fiscal Year 2021.  The total value of the grant is $344,340 which is sufficient to cover all costs associated with the work.  A requirement of the City applying for the grant included the property annexing into the City.

 

Pelican Bay Apartments is located at 9826 W. Arms Dr., Crystal River, FL which is adjacent to the City limits and is currently served by a packaged wastewater plant using an inefficient and antiquated treatment process.  The treated effluent, which is relatively high in nutrient pollutant load, is disposed of through onsite percolation ponds which discharge to groundwater and ultimately into Kings Bay.  

 

Staff has negotiated an agreement concerning voluntary annexation, construction of wastewater utilities, and connection to the city sanitary sewer system.  Prior to expending funds on the project,  it is recommended that the City enter into this agreement.


Staff Recommendation:
Motion to approve a voluntary annexation, construction of wastewater utilities, and connection to the city sanitary sewer system of the Pelican Bay apartments.
